Abstract

The article provides a detailed analysis of the evolution of joint water-use institutions in Central Asia during the post-Soviet period. The author examines the transition from a centralized compensatory model of managing the water resources of the Amu Darya and Syr Darya rivers to decentralized strategies adopted by sovereign states. The study explores in detail the conflict of interests between upstream countries (hydropower priorities) and downstream countries (irrigation priorities). Special attention is paid to contemporary destabilizing factors affecting the regional hydro-balance, including the phenomenon of “peak water,” manifestations of “resource nationalism” in the construction of new hydropower plants, and the emergence of a new critical actor—Afghanistan with its Kosh-Tepa canal project.
