Essence and Prospects of the National Policy Development of the Kyrgyz Republic: Analysis of the Implementation of the Civic Identity Development Concept “Kyrgyz Zharany”

The article examines the essence, content, and prospects of the national policy of the Kyrgyz Republic in the context of strengthening statehood and developing civic identity. Special attention is paid to the analysis of the implementation of the Civic Identity Development Concept “Kyrgyz Zharany” for 2021–2026 as a strategic instrument for consolidating a multiethnic society. The paper discusses the theoretical foundations of national policy and civic nation-building, legal mechanisms for regulating interethnic relations, and the main directions of implementing the Concept in the educational, cultural, informational, and socio-economic spheres. Based on the analysis of legal documents, academic literature, and practical experience, the study identifies the main achievements and challenges in implementing state policy. Recommendations are proposed to improve national policy and strengthen civic unity and sustainable development in the Kyrgyz Republic.
